RICHMOND, Va. (October 15, 2021) – Cynthia E. Hudson of Sands Anderson PC has received the Edward J. Finnegan Award for Distinguished Service (now known as the Finnegan-Whiting award). The award, presented by the Local Government Attorneys of Virginia (LGA) during the organization’s Fall Conference, is presented to an individual who has made significant contributions to local government law or to the LGA.
Cynthia is a management side employment attorney whose work in the public sector has advanced the quality of life for people across the Commonwealth. She focuses on supporting state and local governments in their efforts as policymakers to meet the needs of their communities. Clients rely on Cynthia’s complete grasp of the innerworkings of local and state government, along with her deep legal understanding of myriad issues including collective bargaining, dispute resolution, employment law, public policy development, governance, and government affairs.
“I cannot think of a more deserving recipient of the Finnegan-Whiting Award than Cynthia,” said Daniel Siegel, chair of Sands Anderson’s Government Group. “Localities and local government attorneys rely on her wisdom, passion for good government and the law, and her personal insights as they navigate the legal challenges and opportunities facing their communities.”
Cynthia is currently the Chair of the Governor’s Commission to Examine Racial Inequity in Virginia Law. She also serves on the William & Mary Board of Visitors and on the Board of the Virginia Law Foundation.
Prior to joining Sands Anderson, Cynthia served as Chief Deputy Attorney General for the Commonwealth of Virginia. She also held the positions of City Attorney for Hampton, Virginia, and Hampton Deputy City Attorney. In addition, Cynthia has been generous with her time and experience, serving in many roles, including as Chair of the Virginia State Bar Section on Local Government and President of the Local Government Attorneys of Virginia. She also taught courses on state and local government law at the Marshall-Wythe School of Law.
“While many attorneys in local government have a lasting impact on different localities, Cynthia has created a legacy that will help so many of the citizens of the commonwealth for years to come,” Siegel added.
